Compare quotes only after every candidate responds to the same controlled RFQ revision and quantity scenarios. Freeze One Comparison Baseline
Issue the same RFQ revision, units, quantity scenarios, destination and evidence requirement to every candidate. Require each quotation to identify the drawing revision and list assumptions or exceptions.
Identify the entities quoting, manufacturing, exporting, invoicing and receiving payment. A government registration record can support identity research; it does not prove manufacturing capability or reliability.

Separate Technical Conformity from Price
Create a conformity column before ranking price. Mark each requirement as accepted, excepted, proposed as an alternative or unanswered.
A lower quote for a prototype process, relaxed tolerance or omitted test is not equivalent to a production-intent quote that includes those requirements. Preserve the original wording beside the normalized view.
Make Recurring and Non-Recurring Costs Visible
Keep unit price separate from tooling, fixtures, gauges, engineering, samples, testing and other NRE. Record tooling ownership, location, maintenance, life assumptions and disposition.
For internal comparison, allocate one-time costs only within clearly labeled quantity scenarios. That procurement model is not an accounting rule or customs valuation.
Normalize Delivery, Risk and Landed-Cost Assumptions
Write the Incoterms rule with a precise named place or point and the 2020 version. Incoterms allocate defined delivery tasks, costs and risk but do not establish product specifications, payment timing, title, tariffs or every contract remedy.
Keep product cost separate from freight, insurance, brokerage, duty and destination taxes. Treat a proposed HS code or landed-cost calculation as provisional until reviewed under current destination rules.

Record Timing, Terms and the Award Basis
Separate tooling, sample and production lead times and identify what starts each clock: drawing approval, deposit, material receipt, tooling release or sample approval.

How should I compare supplier quotes in different currencies?
Keep each original currency and payment obligation visible. For an internal comparison, record the exchange-rate source, retrieval time, conversion currency, payment date assumption and bank fees, then test more than one rate scenario. The model is a dated estimate, not a guaranteed future rate.
Can I compare manufacturers by unit price alone?
No. Unit prices can cover different revisions, quantities, tooling, quality evidence, packaging and delivery responsibilities. Normalize these fields first.
Should tooling be amortized into the unit price?
Keep the supplier’s original tooling charge separate, then model clearly labeled quantity scenarios internally. Also record ownership, maintenance, life and disposition.
Which Incoterm is best for buying from Taiwan?
There is no universal best rule. Select it from transport mode, freight control, customs capability, insurance and the agreed risk-transfer point, then name the place precisely.
Do Incoterms determine payment terms, title, tariff classification or duty rate?
No. They allocate certain delivery, risk, cost and export or import-clearance responsibilities. The sale contract and applicable customs law determine the remaining matters.
